DPE Energy tool : what is going to change from July 1st 2021

From July 1, 2021, the DPE becomes a privileged tool for reducing French energy consumption.

Although it is not intended to accurately calculate the consumption of the future occupant, the DPE provides information to the purchaser on the energy performance of a property by attributing an “energy label” and a “climate label” based on its annual energy consumption.

Until then, the DPE included:

the relevant characteristics of the buildings and a description of their heating and domestic hot water production equipment, cooling, ventilation ... the indication, for each category of equipment, of the annual quantity of energy consumed or estimated using a conventional calculation method as well as an assessment of the annual expenditure resulting from this consumption; the assessment of the amount of greenhouse gas emissions linked to the annual amount of energy consumed or estimated; information on renewable energies produced by equipment permanently installed and used in the building or part of the building in question.

Towards a more reliable DPE on July 1, 2021:

refine the classification of buildings in application of a reference scale established according to the annual quantity of energy consumed or estimated and the quantity of greenhouse gas emissions, now taking into account the climatic zone and the altitude ; strengthen the recommendations aimed at improving energy performance, without increasing the amount of greenhouse gas emissions linked to the annual amount of energy consumed or estimated from the building or part of a building, accompanied by an assessment of their cost and effectiveness; add elements of appreciation on the capacity of the building or part of a building to provide thermal comfort in the summer.

Mandatory diagnosis:

We remind you that in the event of non-fulfillment of this DPE, "sanctions" are imposed indirectly at the time of the promise to sell and / or the authentic deed.

Much more than a diagnosis:

The peculiarity of the energy performance diagnosis is still to be accompanied by recommendations. These recommendations, although they are only informative, are intended to improve the performance of buildings and thus propels the DPE at the heart of the housing renovation policy, a policy that will prohibit in particular, here in 2028, the rental of “thermal strainers” (classes F and G). Period of validity : The validity period of the DPE is set at ten years (article R.134-4-2 of the Construction and Housing Code).

In other words, special care is given to the DPE to enable it to establish itself as a real tool at the service of French energy policy!
